Authority of the committee shall be to annually review the expenditures of the Phoenix Parks and Preserve Initiative Program for conformance to the September, 1999 Ballot. The committee shall consult with the Parks and Recreation Board, Citizens Bond Committee, and advise the City Council on the Parks and Preserve Initiative Program.

The board shall consist of five (5) members, serving for a period of three (3) years without compensation. At least one member shall be a member of the Parks and Recreation Board. The Parks and Recreation Director or his designee shall serve as secretary to the committee. The Chairperson shall be appointed by the Mayor and City Council for a term of three (3) years.
